reason for not making the scale universal as originally in-

tended by Messrs. Chadwick and Simpson.

This portion of the Bill is entirely

satisfactory to the Chinese Community who are principally

affected by it, and I have confidence that it will work smoothly

it,

if gradually and judiciously administered.

The reason for the amendment effected by

Section 23 is sufficiently explained in the Report by the

Attorney-General.

The object of the amendment effected by

Section 22 is to enable prosecutions in purely Sanitary

matters such as nuisances to be dealt with by the Sanitary

Department without the intervention of the Public Works De-

partment.

14.

The Ordinance did not meet with any oppo-

sition in the Legislative Council.
